Hutto’s Cottonwood Tract Development Faces Challenges from Planned Overpass

However, during discussions, they expressed concerns about the planned elevated highway overpass at the intersection of U.S. 79 and County Road 132.

“The elevated highway intersection will hinder retail development by limiting access to the site,” said David Hightower, Midway’s executive vice president. He emphasized that potential tenants, particularly big-box retailers, have expressed their reluctance to commit to the project if the overpass is built as currently proposed. “In fact, when we took our site plan to some major retailers, they made it clear: if that overpass is done the way you said it is, then we’re not interested,” Hightower added.
Community Input Matters
Recognizing the importance of community feedback, Midway has been gathering input from residents over the past several months. They’ve even conducted market research and a civil feasibility study to inform their plans. Bradley Freels, the CEO of Midway, highlighted the need to create an environment where people want to invest. “We want to foster a lively space where residents feel comfortable spending their dollars,” he said. This investment would not only benefit retailers but would also provide crucial revenue for the city.
City Council Takes Action
During the council meeting, members debated various alternatives to the proposed overpass project, ultimately opting to postpone it. They aim to collaborate with the Texas Department of Transportation and Union Pacific Railroad to explore new designs that would not impede retail development. So far, the city has spent around $690,000 on the overpass project, showcasing the stakes involved.
