In the bustling community of Hutto, where the growth of the area is palpable, plans for an exciting new mixed-use development on the Cottonwood Tract are running into some unexpected hurdles. Local developers, along with city leaders, have their sights set on transforming this 250-acre property into a vibrant hub that could bring big-box retailers, restaurants, parks, and more to the area. However, an upcoming highway overpass project is casting a shadow over these plans.
Last year, the city of Hutto chose the Houston-based Midway Companies LLC to spearhead this ambitious project. Initially intended as the headquarters for Perfect Game Inc., the Cottonwood Tract now has the potential to become a major destination for residents and visitors alike. Midway representatives shared their vision at a recent City Council meeting, highlighting plans for both public and private amenities. However, during discussions, they expressed concerns about the planned elevated highway overpass at the intersection of U.S. 79 and County Road 132.
“The elevated highway intersection will hinder retail development by limiting access to the site,” said David Hightower, Midway’s executive vice president. He emphasized that potential tenants, particularly big-box retailers, have expressed their reluctance to commit to the project if the overpass is built as currently proposed. “In fact, when we took our site plan to some major retailers, they made it clear: if that overpass is done the way you said it is, then we’re not interested,” Hightower added.
Recognizing the importance of community feedback, Midway has been gathering input from residents over the past several months. They’ve even conducted market research and a civil feasibility study to inform their plans. Bradley Freels, the CEO of Midway, highlighted the need to create an environment where people want to invest. “We want to foster a lively space where residents feel comfortable spending their dollars,” he said. This investment would not only benefit retailers but would also provide crucial revenue for the city.
During the council meeting, members debated various alternatives to the proposed overpass project, ultimately opting to postpone it. They aim to collaborate with the Texas Department of Transportation and Union Pacific Railroad to explore new designs that would not impede retail development. So far, the city has spent around $690,000 on the overpass project, showcasing the stakes involved.
While the future of the overpass remains uncertain, its potential impact on the Cottonwood Tract development is enormous. City officials have long envisioned transforming this area into a lively community with amenities that could include a grocery store, various dining options, entertainment venues, parks, and housing. The goal is to create a cohesive and engaging environment, similar to what is found in Austin’s Mueller neighborhood.
Ultimately, the developers have ambitious plans for this project, noting that it will likely take several decades to fully realize. They intend to roll it out in six phases, ensuring that it evolves with the market and remains relevant to community needs. Hightower highlighted the idea of integrating residential spaces, parks, trails, potential schools, and even a site for sports facilities to drive more traffic and generate earlier tax flow, which can then be reinvested into the project.
As we watch the developments unfold, one thing remains clear: Hutto is on the cusp of a transformation that could greatly enhance the quality of life for its residents. While challenges from the overpass loom, community leaders and developers remain dedicated to bringing this exciting vision to fruition, hoping to create a welcomed destination for all.
