On March 27, 2025, Penelope Johnson-Quaife, a standout student at Liberty Hill High School, had the unique opportunity to serve as the mayor for a day, thanks to an initiative by the city’s own Mayor, Crystal Mancilla.

A Shift in the Program

This year’s “Mayor for a Day” program was special, as it opened its doors to older students rather than middle schoolers, a change from previous years. Johnson-Quaife caught the eye of Mayor Mancilla when she displayed impressive leadership skills by cheering on her cheer team before a big competition. It was this spirit that led to her appointment, paving the way for a day filled with excitement and learning.

Meet Penelope Johnson-Quaife

Now, let’s get to know the remarkable teenager! Johnson-Quaife is not just your average student; she juggles numerous extracurricular activities with grace. As a varsity cheerleader, a member of the powerlifting and track and field teams, and a representative on the student council, she is quite the busy bee. Adding to her accolades, she is part of the National Honor Society and the Future Health Professionals (HOSA) club, showcasing her dedication to academics and community service. And if that isn’t enough, she also dances and cheers competitively!

Having moved to Liberty Hill from Leander in 2017, Johnson-Quaife is no stranger to hard work. When she heard about her appointment as mayor, she was momentarily taken aback and questioned why she was chosen, but soon enough, her excitement took over!

A Day Packed with Activities

With her new title, Johnson-Quaife embarked on a whirlwind of engaging activities that showcased the inner workings of local government. She kicked off her day with a fascinating tour of the Liberty Hill wastewater treatment plant, followed by attending a ribbon-cutting ceremony for a brand new local business. This was a fantastic opportunity to see support for small businesses in action!

Next on the agenda was a visit to the Liberty Hill police department and the planning department, where she learned about community safety and development processes. But that’s not all — she even got behind the wheel and took a ride on the soon-to-be-completed Liberty Hill Bypass, an exciting new addition to the local infrastructure!

To add a touch of elegance to her day, Johnson-Quaife attended a charming tea party with former Precinct 2 Justices of the Peace, Angela Williams and Edna Staudt. Here, she was able to engage in meaningful conversations about governance and community service. Later, she showcased her leadership skills by conducting an interview with respected local media, proving that she was more than ready for this responsibility.

Learning Through Experience

One of the highlights of her day was calling a City Council meeting to order, officially establishing a quorum — a moment that gave her a firsthand look at how municipal governance operates. Johnson-Quaife expressed that this experience opened her eyes to the challenges and responsibilities of local leadership.

Though she has dreams of becoming a chiropractor, this day ignited a newfound interest in city government for Johnson-Quaife, who found fulfillment in engaging with her community. Mayor Mancilla believes that the “Mayor for a Day” initiative plays a significant role in getting young people involved in understanding local governance. She praised Johnson-Quaife’s zeal for leadership and noted that it would surely impact her future endeavors.
