The rising demand for integrated living communities has been prevalent throughout the nation, and the city of Taylor is no exception. In a crucial step towards accommodating this evolving need, a 100-acre tract east of Taylor has won preliminary approval for a mixed-use development. Known as the Turner Spring project, it promises to deliver an innovative blend of retail, commercial spaces, apartments, and single-family housing units.
The Turner Spring project is being constructed by a known entity in the field, Insite Development, and marketed by the Taylor-based Top Notch Properties. The tract of land in question has been under the proprietorship of Billy Turner Jr. since 2000, as per the records of the Williamson County Appraisal District. This smartly placed land, enclosed on one side by County Road 398, lies near the large Samsung Electronics Co. Ltd. semiconductor foundry construction site and is adjacent to the Megatel Subdivision.
Plans for the development were officially set into motion on the 1st of December last year when Turner first approached the city with a Letter of Intent. Detailed planning and the envisaged layout were not far behind with comprehensive plans submitted at the end of June.
The proposed development requires a significant change in the zoning ordinance for the property, which could be approved as early as July 25th. In light of the recent recommendations by the Taylor Planning and Zoning Commission during its July 9 meeting, the Taylor City Council may soon grant its nod of approval to the project.
An artist’s renditions of the neighborhood depict spacious, tree-adorned boulevards and streets with a majestic park to the development’s east, located primarily on the floodplain. Other notable features include apartment units interwoven with single-family homes near Lorax Lane, with more single-family development in the pipeline.
The developers have sought approval as an Employment Center, aligning with the city’s comprehensive plan of providing support services or housing for the influx of employees projected to be working for Samsung and its suppliers. The prospects of 253 single-family units and 449 varying sized apartments offer an exciting range of living options for future residents.
Moreover, approximately 24,000 square feet is reserved for retail space, creating a well-rounded mixed-use community—a feat consistent with the intent of creating walkable and connected neighborhoods that allow people to live near their workplaces and amenities.
This smartly designed development doesn’t just cater to the city’s housing demands. It also addresses the so-called “missing middle” in the housing market. It promises affordable housing options, thereby ensuring that a broader segment of the population can enjoy the benefits of this integrative, modern neighborhood.
