Starting December 30, 2024, Liberty Hill will initiate Phase 4 water conservation measures due to an upcoming upgrade at the Brushy Creek Regional Utility Authority (BCRUA) water treatment plant. This temporary measure is essential to support the plant’s capacity increase and will affect all water customers, limiting outdoor watering and other nonessential water uses. The upgrade is expected to enhance water treatment capacity significantly, ensuring a robust water supply for the community. Residents are encouraged to comply with the restrictions to avoid penalties.
Hey, Liberty Hill residents! Big news is coming your way! Starting on December 30, 2024, our lovely city will enter Phase 4 water conservation measures. This shift aims to prepare us all for an important upgrade happening at the Brushy Creek Regional Utility Authority (BCRUA) water treatment plant. This change is temporary, but it’s crucial for our community.
On January 13, 2025, the BCRUA water treatment plant will temporarily shut its doors for about a week. Why the shutdown, you ask? Well, this upgrade is going to be a gamechanger! Once it’s complete, the plant will be able to treat an extra 12 million gallons per day (MGD) of water for our neighbors in Leander. That’s a lot of water!
During this time, Liberty Hill water customers will need to follow Phase 4 restrictions, which means no outdoor watering at all. This includes even handheld watering! Now is a good time to turn off irrigation systems and limit any nonessential water use. Think of it as a chance to get creative with how you save water!
That’s not all! While the BCRUA plant is down for the upgrade, both our city and Leander will be relying on the smaller Sandy Creek Water Treatment Plant. This means our total water treatment capacity will drop dramatically from 25 MGD to just 9 MGD. So, it’s super important that we all do our part to conserve water.
Exceeding this 9 MGD limit could lead to some serious repercussions for all of us. We could experience low water pressure, and there’s even a chance of getting boil water notices or water outages. Nobody wants that, right?
The forthcoming upgrade at the BCRUA plant involves installing a 78-inch butterfly valve in the existing raw water pipeline at Trails End Road. This pipeline is crucial because it brings raw water from the lake to the treatment plant. That’s why the plant needs to close for a few days—to get everything set up and ready for the future! This upgrade will also allow a future connection to the Phase 2 Deep Water Intake, keeping our water supply robust.
Wondering how to keep up with all these changes? The city will be posting notices about the Phase 4 conservation measures along rights-of-way and public areas, so keep an eye out! You can also stay in the loop by checking the City of Liberty Hill’s website and Facebook page.

It’s important to remember that failing to adhere to the Phase 4 guidelines may result in substantial fines. Violations could lead to fines as high as $2,000 per day—yikes! If you see anyone breaking these rules, you can report them to the city’s Code Enforcement division.
While we all do our part to conserve water, don’t worry—essential water use is still permitted! You can continue to drink, bathe, wash clothes, and do the dishes without a hitch. This is all about making sure we have enough water for our basic needs while the upgrade takes place.
The contractors overseeing the BCRUA plant upgrade are working diligently and aim to complete everything by the third week of January 2025. Once that’s done, Liberty Hill will shift back to Phase 1 water conservation as quickly as possible.
So, let’s rally together, Liberty Hill! By following these conservation measures, we can help our city thrive and ensure that our water supply remains strong for everyone!
